Dr. Marvin CarroLl
President & CEO
Before launching Tec-Masters, Dr. Marvin Carroll designed simulations for anti-tank missiles. His work on the Tube-launched, Optically tracked, Wire-guided (TOW) missile system helped him progress to the management of missile systems, which involved development, testing, manufacturing and building. He served as the deputy project manager and chief engineer for the HELLFIRE/Ground Vehicle Laser Locator Designator Project Office of the U.S. Army Space and Missile Command. After designing weapons systems for the Department of Defense as a civilian contractor, in 1988 Dr. Carroll leveraged his experience in systems engineering, logistics and programming along with his knowledge and contacts to establish Tec-Masters, Inc., a company that has come to symbolize what service is to Government and commercial customers.
“It’s not so much how good you are or what you know, it’s all about a customer’s requirements. It’s your job to try to understand them and try to convince the customer that you’re the one who can satisfy. At the end of the day, the business exists because we have people that possess these skillsets required by the customers. You have to take the steps to try and get the best people to do the job that’s required by your customer.”
Because giving back to the community has always been part of Dr. Carroll’s character, and knowing the challenges of growing a small business, he instilled mentorship as an integral part of the Tec-Masters corporate culture and mission. From technology transfer to business operations best practices, our company provides mentoring in a variety of forms to address specific business challenges.
Dr. Carroll has a doctorate and Master of Public Administration from Nova University; a Bachelor of Science in electrical engineering from Howard University; and, is a graduate of the Defense System Management College in Fort Belvoir, Virginia.
Carol Frazier
Chief Operating Officer
Carol Frazier, Tec-Masters’ Chief Operating Officer, has more than 35 years of leadership and management experience supporting the U.S. Department of Defense (DoD). Ms. Frazier has a Bachelor’s degree in Mathematics from Cameron University in Lawton, Oklahoma. She has also attained a Master’s degree in Management of Technology from the Massachusetts Institute of Technology in Cambridge, Massachusetts. In addition, Ms. Frazier holds Level 3 certifications in Program Management and Systems Engineering from the Defense Acquisition University.
Carol’s background includes a 27-year career in the federal government where she was selected as the Program Manager for Hellfire and 2.75 rockets. As Tec-Masters’ COO, she provides critical direction and oversight to corporate administration and actively spearheads business development activities, helping Tec-Masters expand through strategic partnering, proposal development and key business relationships. Carol was the fundamental driver in obtaining our HUBZone certification and regularly sponsors our successful CMMI appraisals. Carol has lived in the Huntsville area for over 30 years. She is an avid sports fan and regularly supports her favorite team at the annual “March Madness” NCAA “Final Four” Tournament. Carol is also an active supporter of her community church where she has taught many classes.
Nicole Pickett
Human Resources
Nicole Pickett is the Director of Human Resources. She has over 17 years of experience in the field. As the Director, Mrs. Pickett oversees recruitment, compensation, training, and employee benefits. Throughout her career, she has worked for government agencies, Microsoft partners, and private organizations. Prior to becoming the Director of HR, she served as VP of HR. Pickett-Gladys also served as the Director of Human Resources for the award-winning Microsoft partner Summit 7 Systems, where she implemented a successful diversity program, increasing the company’s diversity/minority percentage from 1% to 23% during her tenure. Her strategic recruiting also helped the company win the INC. 5000 Fastest Growing Company award two years in a row. She was awarded the US Department of Labor Gold Medallion (2021) for hiring veterans, which is well-known across the US. Pickett-Gladys is a Society for Human Resource Management Senior Certified Professional, and she has earned master’s degrees in both Business Administration (2015) and Public Administration with a concentration in Law (2019). She holds several certifications, including those from the Department of Defense and the Department of Homeland Security. She is an active member of the Greater Huntsville Chapter of 100 Black Women, as well as an active member of Alpha Kappa Alpha Sorority Inc (Rho Chi Omega Chapter).
Hillary Brown
Director of Lawton Operations
Hillary Brown, our Director of Lawton Operations, began working with Tec-Masters as an intern in college and has been with us ever since. She graduated from Cameron University with a Bachelors of Business Administration (BBA) with a concentration on Management and dual minors in Marketing and Accounting. As a company Director, Hillary serves as a Program Manager for several customers including the Fires Center of Excellence Systems Engineering and Technical Assistance (FCoE SETA) contract.
