Innovative Emergency Management For 14 years, IEM has developed custom software for business process management, data management, and complex risk and other technical analyses. We have worked closely with end-users of mission-critical automation systems in federal agencies, states, and counties across the US to analyze their operational needs and optimize their processes. Expertise includes Windows programming, Unix systems development, VAX systems development, object-oriented analysis and design, systems testing and validation, Web site design, database development, graphics and animation, and ASP, .Net, and J2EE technologies. This range of skills has been applied in both legacy and new development arenas. IEM has provided the full range of lifecycle support to M&S and Information Systems, including sheperding Research and Development efforts through fielding and full operational deployment, with associated training, maintenance, help desk, and exercise support for the system. After a ten-year cycle of development and fielding D2-Puff, we are currently engaged in the next evolution of this system, transitioning it to a Web-based enterprise architecture and incorporating significant additional functionality and recent technologies. In addition to providing this full range of support services to products developed in-house, we have extensive experience providing independent services in each of these arenas. For example, between 1994 and 2001, IEM supported the Federal Emergency Management Information System (FEMIS) under contract to the Army as the training contractor, as well as providing test services in both the laboratory and operational environments. We supported this system from initial user tests during early development, through Government Acceptance, and final assessment and training through the system’s retirement. We have been the IV&V agent for several DoD systems, and are currently providing the JEM IV&V Lead. IEM has experience developing in a variety of architectures, including HLA Federates (D2-Puff was certified by DMSO as an HLA Federate), Web-based enterprise systems, and development of M&S modules for integration into JPM IS systems. Through this experience, and the experience gathered by actively participating in R&D efforts, IEM maintains visibility with current and emerging technologies, and works closely with selected C4ISR systems. As detailed above, IEM’s experience includes all aspects of research and development, including interacting with and developing prototypes and leveraging experimental results, as well as providing fielding and support services for a variety of systems.
