Minimum/General Experience: Shall have experience in large MIS development, shall have experience in managing a team composed of systems programmers, systems engineers software engineers, and MIS personnel when designing and implementing a large complex management information system. Shall have a minimum of ten years of specialized experience, at least five of those ten years of specialized experience shall have been top level managerial direction of complex programs that were successfully implemented.

Functional Responsibility: Duties include planning, directing, controlling, organizing, and coordinating the work activity of personnel involved I all aspects of the contract; formulating statements of management and technical problems, evaluating proposed computer systems to determine technical feasibility, implementation costs, operation costs, and functional adequacy.

Minimum Education: Shall have a Bachelor’s Degree in Management, Business Administration, or related discipline.

Minimum/General Experience: Shall have experience with Computer Aided Software Engineering (CASE) tools and techniques, Integrated Computer Aided Manufacturing Definition (IDEF) or other similar modeling methods and DOD data’s standardization as applied to the standards from IDEF or other methodologies.
Shall have a minimum of three years experience as a systems engineer.

Functional Responsibilities: Duties include planning, directing, controlling, organizing, and coordinating the work activity of personnel involved I the systems engineering function. The system engineering function develops and engineers architectures for computer systems; provides engineering support in developing detailed software and firmware designs; translates computer systems concepts, requirements, architectures and designs into detailed engineering specifications; produces various types of models utilizing systems requirements and specification; evaluates system hardware and software to determine their suitability to support specific requirements; analyzes and recommends commercially available software and hardware capable of meeting system requirements.

Minimum Education: Shall have a Bachelor’s Degree from an accredited university in Computer Science, Mathematics, Engineering or a related discipline.

Minimum/General Experience: Ten (10) years of technical leadership experience which applies to systems/weapons analysis and design techniques for acquisition and Improved systems. Requires competence in all phases of systems analysis techniques, concepts and methods; also requires knowledge of military hardware, system requirements planning, life-cycle management, structure and management practices.

Functional Responsibility: Formulates requirements, advises alternative approaches, leads a team conducting analytical studies.

Minimum Education: Master's Degree in Hard Science or Bachelor’s Degree (BS) and 20 years experience.

Minimum/General Experience: Five (5) years of technical experience which applies to Operations Research and systems analysis techniques. Requires competence in all phases of operations research and systems analysis techniques, concepts and methods; also requires knowledge of available hardware, system software, input/output data, functions, structure and management practices.

Functional Responsibility: Guides users in formulating requirements, advises alternative approaches, conducts feasibility studies and serves as team members for large analytical efforts.

Minimum Education: Bachelor’s Degree in Hard Science plus 10 years. Mixed Military/ORSA experience.

Minimum/General Experience: Seven (7) years of technical experience which applies to systems analysis and design techniques for complex computer systems. Requires competence in all phases of systems analysis techniques, concepts and methods; also requires knowledge of available hardware, system software, input/output devices, structure and management practices.

Functional Responsibility: Guides users in formulating requirements, advises alternative approaches, conducts feasibility studies, evaluates software and hardware for inclusion in development environments.

Minimum Education: Bachelor’s Degree in Computer Science or related field plus three years experience.

Minimum/General Experience: Shall have experience in database design and implementation using American National Standards Institute (ANSI) standard Structured Query Language (SQL). Shall have experience developing programs and utilities to facilitate management, monitoring, and loading of database environments; developing and executing system backup and recovery operations on distributed systems. Shall have experience in database modeling, design, construction, review, analysis, assessment, and maintenance. Shall have a minimum of four years experience in database design and implementation with at least two years of this experience in relational database design and implementation using ANSI standard SQL.

Functional Responsibilities: Duties include providing technical expertise in the management, operation, and administration of COTS DBMS products and environments; supporting developers in the use and access to DBMS environments; developing programs and utilities to facilitate management, monitoring, and loading of database environments, developing and executing system backup and recovery operations; performing database modeling, design, construction, review, analysis, assessment, and maintenance for management information systems and/or the software engineering environment or repositories; coordinating and managing support efforts from test and evaluation specialists, system engineers , and software engineers utilizing relational, object-oriented database management systems ad distributed database considerations and recommendations.

Minimum/General Experience: Shall have general experience which includes application programming in data base management systems (network , hierarchical, relational and object) and data base management experience for an o-line multiple application environment. Shall have working experience with software engineering tools to include CASE. Shall have a minimum of five years experience as a system designer and programmer with at least two years of large-scale integrated systems.

Functional Responsibilities: Duties include planning, directing, controlling, organizing, and coordinating the work activity of personnel involved in the database design and maintenance function. The database design and maintenance function is responsible for designing, modeling, building and maintaining complex data bases and tables for large management information systems; evaluating CTS/GOTS/NDI database products to satisfy user requirements; assessing the implications of database changes tuning of data bases, database backup, and recovery; and providing standards and procedures, data dictionary management, training, overall coordination, database loading DBMS support, maintenance of test/development/production/training environments, maintenance of DBMS design, and functionality using current technologies.

Minimum Education: Shall have a Bachelor’s Degree in Management Information Systems (MIS), Computer Science, Mathematics, Computer Engineering or related discipline.

Minimum/General Experience: Shall have experience in engineering systems using incremental development rapid prototyping, and CASE technology concepts and techniques. Shall be capable of constructing sound, logical business improvement opportunities consistent with the guiding principles of the DOD corporate information management initiative, cost savings, object oriented methodology, and open system architecture objectives. Shall have at least four years experience as a Business Engineer in addition to a Bachelor’s Degree.

Functional Responsibilities: Duties include utilizing fourth/fifth generation languages in: applying computer programming systems analysis in construction of planning and analysis models; devising specifications for resolving business, management, communications and technical models as applied to systems performance; and integrating all utilities, software, communications networks, and languages in support of system operations.

Shall have at least seven years experience as a programmer with a degree as indicated below. Experience shall include two years experience in managing software design and development as a programming team leader, and two years programming experience in the language specified in the particular task order.

Functional Responsibilities: Duties include utilizing fourth/fifth generation languages in: applying computer programming systems analysis in construction of planning and analysis models; devising specifications for resolving business, management, communications and technical models as applied to systems performance; and integrating all utilities, software, communications networks, and languages in support of system operations.

Minimum Education: Shall have a Bachelor’s Degree from an accredited university in Computer Science, Mathematics, or Engineering or as stated above for Entry Level.

Minimum/General Experience: Shall have experience in data communications systems and shall be capable of analyzing, designing, documenting, specifying and implementing communications systems requirements. Experience shall include POSIX, GOSIP, and open systems, Local Area networks, Message Switching Systems, Packet Switching Systems, and twisted pairs environments. Experience in these areas must include hardware, software, and interfaces. Must be highly knowledgeable of industry and Government publications standards, and state of the art technologies related to data communication systems. This knowledge must provide a basis for projection of future data communication environments. Shall be knowledgeable of applicable industry and Government standards for POSIX, GOSIP, X-Windows, and open systems. Shall have data communications experience in activities such as communications-computer system evaluation, installation, maintenance, switched networks, or technical control facilities. Shall have four years experience in communication systems, two of those years shall be specific experience with data communications systems. Experience with mainframe to microcomputer communications, distributed systems, and coordination of systems upgrades with application programmers and users is desired.. Experience in these areas should include hardware, software, and interfaces in an open systems environment.

Functional Responsibilities: Duties include analyzing, designing, specifying, documenting, and implementing communications systems requirements to support the distributed functionality of a software engineering environment, and projecting and documenting future multimedia communications requirements.

Minimum Education: Shall possess a Bachelor’s Degree from an accredited university in Computer Science or Electrical Engineering or as stated above for Entry Level.

Minimum/General Experience: Shall have experience in software configuration management, including developing and maintaining configuration management plans, and scheduling and documenting all configuration management reviews. Shall be capable of monitoring the configuration control process and ensuring that procedures with Military specifications. Shall be highly knowledgeable of software development techniques, change control processes, configuration audits and Government regulations, manuals, technical orders standards, and industry publications related to configuration/data management required to perform this function. Should have experience in the configuration management of commercial hardware and software products and industry standards related to configuration management. Shall have at least four years experience in configuration management.

Functional Responsibilities: Duties include planning, directing and maintaining configuration management plans and systems, monitoring configuration control processes, and supporting configuration management reviews.

Minimum Education: Shall have a Bachelor’s Degree from an accredited university in Computer Science or a related technical degree.

Minimum/General Experience: Shall have experience in quality control/quality assurance management, including implementing a program of reporting, tracking and analyzing key software metrics, monitoring quality procedures ad participating in software reviews and testing. Shall have experience with software engineering processes and methodologies. Shall be familiar with the latest commercial products ad procedures for identifying software errors and evaluating software quality and efficiency. Shall be knowledgeable of Government regulations, manuals, and standards relating to quality assurance. Shall have a minimum of 2 years experience in the production and measurement of complex software programs.

Functional Responsibilities: Duties include independently developing and implementing a program of reporting, tracking, and analyzing key performance based system metrics; and monitoring quality procedures, evaluating system quality and efficiency, and participating in system reviews and testing.

Minimum Education: Shall have a Bachelor’s Degree in Computer Science or related technical discipline.

Minimum/General Experience: Shall have experience in the respective functional area o the task order and have served as an active participant in analyzing, defining and documenting functional area system requirements. Shall have at least three years experience in the respective functional area.

Level II - Shall have eight years experience in the general functional area and four years specialized experience directly related to the particular assignment areas. Shall have at least three years experience supervising two or more analysts.

Functional Responsibilities: Duties include analyzing, defining, and documenting functional requirements; reviewing current Government procedures, manuals, regulations, technical manuals, standards, and industry publications which relate to the functional area specialty required.

Minimum/General Experience: Shall have experience in developing and maintaining contract data management programs and plans, and tracking the status of data deliverables. Shall have knowledge of DOD standards applicable to data management. Shall be knowledgeable of relevant Government regulations, manuals, technical orders, standards, and industry publications. Shall have at least two years of practical experience in data management.

Functional Responsibilities: Duties include establishing and maintaining data management including monitoring, reporting and status accounting of deliverable documentation under Contract Requirement Items, and non- CDRL requirements.

Minimum/General Experience: Shall have experience in the test and evaluation of software development for a DOD contract, including developing and documenting test plans and procedures, conducting testing, and evaluating and documenting results. Shall have experience in the test and evaluation of integrated commercial hardware and software systems. Shall be familiar with DOD standards/regulations governing software, system, integration and acceptance test and evaluation. Shall have experience in testing and evaluating commercial software products for a large scale operation. Shall have at least three years experience in performing test and evaluation for a DOD or Federal contract.

Functional Responsibilities: Duties include developing and documenting test plans and procedures for integrated computer systems, conducting testing, participating in QT&E I and II activities, and evaluating and documenting test results.

Minimum Education: Shall have a Bachelor’s Degree from an accredited university in Computer Science or a related discipline.

Minimum/General Experience: Shall have experience in system administration including system backup/recovery, basic software management, security management, library management, operating computer systems, sizing performance, tuning, hardware/software troubleshooting, and resource allocation. Shall have a thorough knowledge of capabilities of the applicable hardware/software configurations. Shall have a minimum of four years experience in systems administration or a Bachelor’s Degree.

Functional Responsibilities: Duties include providing support services associated with network, system, database, and security administration including developing and maintaining processes and procedures associated with these services for both local and remote support.

Minimum Education: Shall have a Bachelor’s Degree from an accredited university in Computer Science, System Engineering or a related technical discipline.

Minimum/General Experience: Shall have general experience in the field of technical writing/editing with specialized experience in planing, developing, maintaining, rewriting, and producing computer software related documentation including tailoring style and readability to user requirements. Should have experience in assisting programmers and engineers in developing on-line documentation.

Functional Responsibilities: Duties include writing and/or rewriting reports, articles, software documentation (e.g., operator manuals, reference manuals, and pamphlets) for information management systems and new releases of technical material; applying word processing, graphics and audio visual communications techniques for technical or scientific subject matter; and assisting programmers and engineers in developing on-line documentation.

Minimum Education: Shall have a two year college degree or five years experience in the area of technical writing.

Minimum/General Experience: Five (5) years experience in video script writing and video productions with some experience writing specifically for video based and computer based training productions.

Functional Responsibility: Develop scripts for multimedia (computer & video based) training programs.

Minimum Education: Bachelor’s degree with emphasis in English, writing, or journalism.

Minimum/General Experience: Three (3) years experience in various stages of video production, i.e. camera operation, audio and lighting, shooting for edit, editing and post production activities.

Functional Responsibility: Produce video based programs.

Minimum Education: Bachelor’s degree with emphasis in communications or five (5) years experience.

Minimum/General Experience: Shall have three years experience in operating medium or large scale computer systems, six months of which is with the particular system identified in the task order, one year experience supervising personnel operating computer systems. Shall have a broad knowledge of the capabilities of the hardware system identified in the particular task order.

Functional Responsibilities: Duties include the supervision of the activities of shift computer operations personnel and overseeing and coordinating their scheduled activities.

Minimum Education: None Required.

Minimum/General Experience: Shall have experience in operating medium or large scale computer systems. Shall be familiar with all normal operating systems and the ability to detect errors while running routine or test programs.

Minimum/General Experience: Shall have one (1) year of experience. Shall have a general knowledge of the computer equipment being used and the ability to detect problems while running routine programs.

Minimum/General Experience: Shall have experience in word processing and graphics production. Shall have at least five years experience as an administrative assistant. Shall have a high school diploma or equivalent.

Functional Responsibilities: Duties include general administrative and clerical duties such as typing, filing, taking meeting minutes, composing routine correspondence and arranging conferences; assisting in the production of final form documentation to meet requirements of governing contract performing data entry on a variety of systems; and maintaining a technical library.

Minimum/General Experience: Shall have experience in word processing and graphics production. Shall have a high school diploma or equivalent. Shall have relevant training for the specific task assignment.
